The shortage of ballots that occurred across the country during the June 3 local elections is being perceived as a disaster beyond a simple mistake, in that it hindered the exercise of voting rights, the foundation of democracy. Mentioning her past experience as an honorary ambassador for the NEC and her role in encouraging voting, former announcer Cho expressed deep betrayal at the incompetence shown by the current NEC. She criticized the reality of failing to secure even basic ballots while spending hundreds of billions of won in budget, emphasizing that structural reform of the NEC is urgent.

In particular, former announcer Cho Su-bin's comparison of the NEC to 'Sodo' from the Samhan era is a very sharp and significant criticism. Sodo refers to a sanctuary or extraterritorial area beyond the reach of public power, implying that the NEC is isolated and engaging in reckless operations while free from external checks and surveillance. Pointing out that NEC employees went on vacation during a critical time, she argued that the complacency prevalent within the organization is undermining the values of democracy. This criticism is interpreted as representing public outrage toward a closed organizational culture that does not even undergo proper audits under the pretext of the NEC's independence, going beyond a mere personal opinion.

In fact, this ballot shortage occurred at 67 polling stations nationwide, causing great inconvenience to voters, including the temporary suspension of voting at 22 locations.
