Africa's rice productivity remained at half that of Asia, but the Rural Development Administration's 'African Rice Development Partnership' broke through these structural limitations through technology. Over the past 10 years, 15 countries that have received Korea's high-quality unified rice varieties and medicinal culture technology have developed 71 new varieties optimized for local climates and recorded remarkable productivity improvements. In particular, in countries such as Gabon and Senegal, varieties incorporating Korean technology achieved the feat of being registered as official national varieties, and this was significant in that it went beyond simply supplying seeds and laid the foundation for self-reliance to take responsibility for food security by training 44 local breeders. Now, a large-scale production and supply system of quality seeds is being established through the 'K-Rice Belt' project, and the green revolution in Africa is expected to accelerate further as the scope of development is expanded to include drought and salt-resistant varieties through the second phase of the project.

Technological cooperation is not limited to the agricultural sector, but is expanding its scope to ‘techno-cultural diplomacy’ using artificial intelligence (AI) and digital technology. Experts, including Professor Jeremy Essette, assess that Korea presents an attractive middle power model that is differentiated from the hegemonic approach of powerful countries that seek to monopolize hardware infrastructure. In particular, the project to restore Rwanda's traditional trial records into a digital archive is a key example of helping African countries realize 'record independence' by managing their own history and cultural heritage that was leaked during the colonial era. This digital-cultural official development assistance (ODA) is a critical foundation for Africa's young generation to develop democratic capabilities and establish their own national identity, clearly demonstrating the future-oriented value of knowledge-based diplomacy pursued by Korea.

At the political and diplomatic level, the strategic combination between Korea and Africa is becoming closer, and this is also a new survival strategy in response to global geopolitical changes. The African joint development project announced by President Lee Jae-myung during his visit to Italy is an ambitious plan to create synergy by combining Europe's network and Korea's digital and infrastructure capabilities to jointly advance into third countries. Saemangeum Development Corporation's expansion of human and material exchanges by sharing cutting-edge industrial models with African officials, including the Rwandan ambassador, is also part of this strategic solidarity. Now, Korea is moving away from the dichotomous diplomatic role between the United States and China and is being reborn as an independent and trustworthy global player by prioritizing national interests and engaging in multifaceted economic and security cooperation with emerging partners such as Africa.

Even in cultural spheres such as sports, these bonds are showing notable achievements. The incident in which Somali referee Omar Artan, who had suffered the ordeal of being denied entry into the United States, was selected as the referee of the UEFA Super Cup proved that soccer is a powerful medium that connects people across borders and races. This referee assignment, which was achieved through cooperation between UEFA and the Confederation of African Football (CAF), became a symbolic event in which African talent was properly evaluated for their abilities on the global stage. This is also evidence that Korea-led technological and economic support is contributing to instilling pride in Africans and creating an environment where they can compete fairly with the rest of the world. Like the sound of a whistle on a soccer field, cooperation between Africa and Korea is gradually spreading into a universal value that resonates around the world.
