The heaviest task Mayor-elect Heo Tae-jung has assigned to the transition committee is none other than a "comprehensive re-diagnosis of the 8th popularly elected administration." Emphasizing that the problems of arbitrary administrative operation and financial execution that occurred under the current mayoral system must be meticulously uncovered, the Mayor-elect defined this as "clearing away the remnants of civil strife," a somewhat strong expression. This is interpreted as a declaration to go beyond simply overturning the predecessor's policies, and instead to cool-headedly review the path Daejeon has taken over the past four years and correct wrong practices. The transition committee plans to focus on restoring trust by securing transparency in financial management and going through the process of boldly admitting and supplementing campaign promises that are not realistic for citizens.

The operational goal set forth by the transition committee—"a transition committee that is responsible with finances, accurate with pending issues, and immediately attentive to people's livelihoods"—is expected to become the compass for future administrative operations. The fact that Vice-Chairperson Lee Eun-gu and Operation Secretary Park No-dong were placed in charge of overall practical work is interpreted as a move to increase policy execution power.
